Is there a GUI-based utility that converts mp3 files to wav or other format that Ardour is able to read?

Try soundKonverter from Adept manager, after installation go to configure soundKonverter under settings.
Under Environment you will find a box at the lower right hand corner indicating: Programs not found.
Use Adept manager and load the ones you require, I suggest lame and the wavpack.
