KDE4.04 - Wheres "System Services" and/or "Administrator mode" ?

Just noticed in KDE4.04 system settings there is no "System Services" applet! What happened?

Also non of the applets has an Admin mode, hence I presume I can only make user level changes.

they don't exist yet.

One hopes they're planned for 4.1 - but they're not in 4.1RC
