KDE 4 issue with size of fonts and icons

Don't know if this has been posted yet but I could not find it anywhere. I have two main issues right now with KDE, first, the icons on my desktop look huge and there does not seem to be a way to resize them and besides the icon size, they seem to take a lot of space

I also noticed that the fonts of KDE3 and GTK programs are really small, however, KDE 4 fonts are ok in size

Is there a way to configure KDE from the command line as it seems there are not many options to change settings from the system settings application
