Where is the compiz configuration manager?

Compiz effects cannot be really configured without that things but WHERE is it? I cannot find it in the adept manager (tried to install compizconfig-settings-manager but no idea what that was good for as it doesn't show up anywhere).

Also, I really want to prevent compiz from disabling window decorations on inactive (background) windows, because that often causes some fuzzy mess to appear where the decorations were.

Assuming you are running KDE 3.5.9, then:

K Menu > Settings > Advanced Desktop Effects Settings (This is the Compiz Settings Manager)
