Is there any way to show tooltips then I hover mouse cursor over picture files in dolphin?

no there is not. they will probably be implemented for dolphin in kde 4.1 though. tabs will also probably be implemented.

development of d3lphin is practically dead, from what i've read on the dev's site. (that is dolphin for kde3. dolphin for kde4 is still being actively developed).
