Maybe 'MasterShaper' or 'trickle'? (on those rare occasions where google doesn't tell you straight up try wikipedia, its surprisingly good for finding linux equivalents: http://en.wikipedia.org/wiki/Bandwidth_throttling)
Hell theres a whole 'Linux Advanced Routing and Traffic Control' project. Surely with a name like that they must have created something.Comment
