What is the best way, now, to install ATI drivers on an AMD64 system running Kubuntu 8.04.1 with an AGP Sapphire ATI Radeon X1650 Pro graphics Card? I also have tried an ATI X1550 card with the same difficulties.
I did this about a year or a year or a year and a half ago and it was not very pleasant but I did get it going. (Dual monitors; one Gateway CRT, the other a new ViewSonic Widescreen, LCD.) I have gone through some changes in the last year and a half and last I remember, ATI driver installation was going to have some changes and revisions with the newer version of Ubuntu/Kubuntu, as it relates to graphics diver installation, probably after Ubuntu 7.04, I really can't remember.
I recently built a new system for my kids, with some "older" hardware and thought I would go with a straight Debian system but, my experience with the Debian forums was less than pleasant, and after going on two months, I still do not have a working system.
I have searched the forums and have found quite a few guides, several for Debain and a few for Ubuntu, all have at least some subtle differences, if not major ones, but the guides I have found for Kubuntu start with 7.04. Considering I could not get the graphics going in Debian Lenny after over a month in the Debian forum, I am a bit reluctant to dive in again without some guidance, up-front. 
I have been working on a Linux system for my kids for well over two months now and I would really like to give them a working system.... sometime soon. If there is anyone that would like to work with me to help me get the graphics going on this machine, I would be immensely grateful. Would someone knowledgeable please be so kind as to point me in the right direction and/or possibly walk me through to a solution?
The restricted drivers that are available with the Kubuntu 8.04 installation, after updating, do not work on my system. I had some difficulties; Ether X will not start after enabling the Restricted Drivers (black screen the first time) or I only get 2D Graphics.
I re-installed Kubuntu 8.04 and made sure all of my packages were up to date, enabled the Restricted Drivers again and restarted but I have only 2D graphics. After enabling the Restricted Drivers through the pop-up on my desktop the second time, I am unable to find the Restricted Drivers module in the menu to de-select or take another route.
When I run fglrx info get:
display: :0.0  screen: 0
OpenGL vendor string: Mesa project: www.mesa3d.org
OpenGL renderer string: Mesa GLX Indirect
OpenGL version string: 1.4 (2.1 Mesa 7.0.3-rc2)
Obviously NOT ATI or FGLRX
I do have an ATI graphics card showing; lspci:
01:00.0 VGA compatible controller: ATI Technologies Inc RV535 [Radeon X1650 Series] (rev 9e)

I'm sayin' I'm scared and I'm really tired of re-installing.
