adept crashes each time opened + How to get full version of compiler???

well i just downloaded n installed kubuntu 7.10 but i'm nt able to use the adept package. when i click on it it tells me that it is being used by another application and when i click on resolve it crashes...moreovr i'am not able to use compile my programs in the terminal because it doesnt recognise my include statements or maybe coz it doent have the libraries..Plz help...how can i get the full version of my compiler with all the libraries included....
