Installing Firefox before one has a connection to the WEB

I have just installed Kubuntu 7.10 and found that Firefox is not part of the package. (It is the Default in ubuntu) I am coming over from XP and Firefox there. So, I downloaded the Tar package from Mozilla and attempted to open it. I get an empty folder on the desktop and an error message. What am I doing wrong? Ialso want to have Open Office at some point. I understand that I will eventually have to install a LAN connection.
    Thanks for your help
