YES the live cd(available in kubuntu site) installs kubuntu wid kde4.
But it contains the features of kde4 only(plasmoids,games,other softwares featured softwares that come wid kde4).
The adept manager is not installed by default. Many such applications are not installed by default.Even the pppoe package(essential for the modems to connect to the net ) is not present. So u manually hav to download packages and install them.
So my advice is : -
Install kde4 from the present OS. So u will have two sessions(3.5x and 4.0)
or
Download the kubuntu hardy heron alpha version that has kde4 by default.
If you want stable, working desktop use KDE 3.5. You can install another desktop (KDE4) into the existing Kubuntu system. If you don't want to mess your existing KDE desktop. download KDE 4 live CD.
About KDE4 live cd
You could install KDE4 from live CD, BUT:
Installation is barebone - only the essentials (KDE 4 essentials - no OpenOffice, Adept...). This works to me as i can choose only those programs i really want. That is: i use synaptic/apt-get not adept.
