Removed taskbar from panel in KDE4 OOPS! Can't get it back.

You should be able to to right-click your desktop, choose "Add widgets", and select "Task Manager". Unfortunately, I haven't been able to figure out how to add other widgets to the taskbar
Edit: You can probably just log out and log back in.

Turns out the taskbar was the least of my problems... complete new install today... lol power cable on HDD got loose and the whole file system suffered. I really hope the drive is ok.
