please help me as all my language file is messed up

i have been using kubuntu for a good many months
and now i have discovered now a problem.

text files created in windows with swedish language as contents.
when open into ubuntu using knotes, open office or through konqueror
they simply fails to recognize the swedish letters "ö,ä,and å" and replace them
with "?" in a red diamond space thingy.

when i open these same files in windows simple basic text pad
    works just fine.

i have about 2 megs of these types of text files that i have to work with
and i dont want to return to windows to do this.

how do i get kubuntu gusty gibbon 7.10 to open and read the swedish
contents of a text file correctly that was created under windows ?

here is a sample output of a text file

"Vi trffades som vi vanligen gr och brjade visa varandra vra prylar, jmfrde,
frstorade och tippade om vem som kunde spela ut vem. D sa Mark; "varfr gr jag
inte en websida dr vi kunde slja vra prylar billigt, byta vra gamla prylar eller
    bara sknka bort gamla saker,"

i was told to install and use "utf8migrationtool"
    sudo apt-get install utf8-migration-tool
    utf8migrationtool

i did it but everything still remains the same as the above sample output

please please please does anyone use linux to read other languages
or is Linux only limited to read English while silly win xp note pad seems to read
Swedish text with no problems at all?

Open K Menu | System Settings | Regional & Language and verify that both, Country or region: have your country properly selected and that Keyboard Layout | Active layouts: also have the correct keyboard layout(s) identified.

In Kate, go to Tools > Encoding. If you know which encoding you should use, pick it, else try a few different ones.

Also make sure you have set your locale correctly: K Menu > System Settings > Regional & Language. Play around in there.

Re: please help me as all my language file is messed up

ok i have tried all your suggestions and still no luck.

here is somethign that i thought would of worked
1, i booted into windows and open the swedish text in notepad
2, upload that file to my web hosting area and checked if i could read it there ... yes it work there.
3, rebooted back in to GG 7.10
4, ftp into my hosting area in edit mode and opened the swedish there there
5, selected everything within the file and pasted it into a kate locally

*** now i was happy because everything look fine ***************

6, saved the new local file and reopen it again
7, the red thingys (question marks on a diamond) all came back

why is this happening in kate tools encoding its set to unicode utf8
my region, language and keyboard is setup too

Try choosing an encoding other than UTF-8.
Also try other fonts, the font you're using may not have the accented glyphs.

Total shot-in-the-dark, and I have no experience/knowledge of what effect a change would make, but you might check your kdeglobals file (hidden in your home folder).

Open Konqueror and go to your home directory. Click on View | Show Hidden Files then click on the .kde folder, the share folder, and the config folder. The kdeglobals file contains the following section at the bottom:

                  [Locale]
                  Country=us
                  Language=en_US

Compare the settings here to what you have been setting via System Settings.

                    thanks Snowhog
however the setting are the same i have even install
the Swedish language pack and using it as default and
its the same bloody results none of the Swedish documents
                    are translated correctly

i have went a step further by installing GG7.10 on two other
machines and the results are the same.
                    .
only Swedish documents that have been created on GG 7.10
are translated OK after saving, closing and re-opening the file.

well thats a reall bummer becasue i now for the next couple of weeks
will have to work with windows xp.

dam i cant believe it windows simple note pad does the bizz nizz no
no pain at all. i guess i have to give credits to billy "goat" gates for that.
i cant knock him on that point.

this makes me wonder how does businesses using multi- languages from their
                    clients cope ?
could this be one reason why windows will always take the gold cup over linux ?
im not trying to start a flame war im just really angry becasue now that i
have comfortably settled into linux a problem has arise that forces me back to
                    windows aaaaarrrrrggggggghhhhhh !!!!!!!!! Fu#king H%LL

anyway thanks again for all the help
