Concur with including The Gimp by default, in ALL main projects. It's a flagship of Free Software, an image editor second only to Photoshop. A quick check shows the .deb is only 3892kB. We can surely find that much space.
This isn't, however, the problem it may appear. kdebase, kde-core and kubuntu-desktop are (I think) all 'metapackages' - they don't install any files, they are merely a (for kdebase, large) list of dependencies designed to simplify common installations, in this case kde. They are all not installed on my system, yet I can run KDE just fine! So feel free to remove KTips and PrintJobs.
When alarm bells should ring is if removing something threatens to remove dozens to hundreds of other packages, including applications you recognise.
