kdm theme manager problem

i'm new to linux. i installed kdm theme manager and i opened it through the Run Command in Kmenu and it was working fine. then i tried to start it through Konsole and it said

bash: kdmtheme: command not found

when i tried to run it in the Run Command it said

Will not save configuration.
Configuration file "/home/tihana/.kde/share/config/kcmshellrc" not writable.
Please contact your system administrator.

When i right-clicked the kcmshellrc in Dolphin it didn't allow me to change the the permissions.

what should i do?

sorry, i got it
