Just to be clear, you mean that when you plug the laptop in it charges fine, just that the battery icon doesn't change?

Ok, I googled across the following command which will check your battery level from the command line:
        acpi -b
try running that when your computer is anything under fully charged and you should get something like
        Battery 1: charging, 45%, 01:01:32 until charged
This should tell us that your battery level is being measured correctly which would leave the problem as your battery level icon not being updated.

Well, if acpi is not working then no wonder you battery status hasn't been updating. Will have to have a look around the net and get back to you but from the look of that message in kcontrol it could be that the easiest thing (if you haven't done much customizing of kubuntu) would simply be a reinstall (because rebuilding you kernel is definitely an advanced level solution - its out of my range thats for sure).
At least we now know what the problem is though.

If you look in adept package manager does it show the following as installed?
              acpi
              acpi-support
              acpid

yes they are. Their services are configurate to start on boot ...but looking in services they are not running...maybe is better to reinstall Feisty on lap-top , with 7.04 i have not problems

Try starting them manually, either through System Services or "sudo /etc/init.d/acpid start; sudo /etc/init.d/acpi-support start".
                  For external use only.

Sorry but I'm out. We figured out the problem but its solution is beyond me. That said if you are doing a reinstall I would suggest retrying gutsy, might just have been a one off (also look into setting up a seperate /home partition, its well worth it).
