I am told that kcontrol does everything that system-settings does..why reinvent the wheel ? )

ok I just verified it and indeed, kcontrol seems to do it all..so I edited MENU and put edited system-settings and changed it to Control Panel and made sure 'command' pointed to kcontrol.

The fact remains though, that under KDE 3.5.8 System Settings from K Menu is broken, and it should not be. A bug report on this has been posted on Launchpad. It's real, and it needs to be fixed.
