If you have copied text output that contains formatting (colors, highlighting, etc.), please do not enclose it in QUOTE or CODE tags. Just right-click your mouse and choose "Paste Without Formatting" or similar (Paste as plain text).
I made sure I opened the terminal in the same directory as the file and tried re-downloading the file but it still did not work.
I will attach a screenshot of the terminal with the error.
Your screen shot shows that you are in your /home directory. Is that where you downloaded the file? If you put it in another directory, then you are not executing the dpkg command where the file is.
Windows no longer obstructs my view.
