are there any startup manager for Kubuntu like SUM for Ubuntu or can i use SUM in Kubuntu. If not, how can I change default OS on dualboot ?

Yes, you could use SUM (StartUp Manager): HOW TO: GRUB Methods - Toolkit (SUM) but there is better (i think) tool: HOW TO: GRUB Methods - Toolkit (QGRUBEditor)

to change the default os at boot:
have a look at /boot/grub/menu.lst
it is a long file, granted, but right near the top you will see an entry that looks like "default 0"
now go to the end of that file and you will see all the os/kernels listed that are available. start counting with 0, so if you want the fifth entry for example, you count 0, 1, 2, 3 ,4 - bingo. now go back up top and change the "default 0" to "default 4"
