Hi, this are my few thinks for new Kubuntu release.
--Very essentials---
1-WPA with static ip support (now, knetworkmanager have support for wpa, but don't have support for wpa+static IP, for example wlanassisten have it).
2-Indexer service like strgi (it will be integrated in kde4 i think).
3-Port a few tools form ubuntu (restricted drivers etc).
4-Make encrypted folders more easily (possibility home by installation?).
5-A nice firewall also by default.
--Non qt apps and not essentials--
Amsn 0.97 by default (this is the most complete msn client in linux, with really fast file transfer, webcam, voice clips, skins,custom alarms,offline msg etc).
Downloader for X, in my opinion, the best downloader for linux.
Knemo, a connection monitor for KDE, this is very cool if not use knetworkmanager.
Very nice KDM theme (full blue?) and kde theme (also, all blue?).
