      If the mouse is on a PC it might be dirty.
      A ball type mouse picks up oil and other things and is collected on the axles rollers
      You can remove the buildup on them.  Remove the ball and remove the build up.

      On an optical moouse clean the area of the light.
      A mouse jumps all over the place when you use a mouse pad with light and dark colors next to each other.  The light reacts different when moving from a light to dark color, cause the point to jump around.
      also do not use an optical mouse a glass.  It also cause the mouse to act weird, because how the light travels through the glass.

        No I mean the actual bouncy icon that gets attached to it when you open programs.

          Revert to console (aka Konsole), enter kcontrol to launch the real KDE Control Center :P navigate to Appearance & Themes > Launch Feedback and kill the engine

                oh good deal, that's in launch feedback under lost & found. They should add an option for that to system settings because I know a lot of people like to edit their K Menus.

                  You sound amazed more or less all what is missing from KDE's Control Center will show up in "Lost & Found", as I dare say - for the Control Center (as well as Kubuntu's System Settings) is merely a collective interface of sorts to a whole bunch of individual configuration tools, wizards and the like.

                  Addenum: if you feel like building your own "interface", kmenuedit will be your friend.
