I just started using guarddog firewall. read the help pages to learn how to use it and checked all the boxes I thought necessary for internet traffic and email but I can't send email. Kmail receives fine but I have to disable the firewall to send.

Hmm - so you have ?:
Internet > Network Protocol > Mail: POP3 and SMTP enabled. Before you edit, BACKUP !
Why there are dead links ?

Re: guarddog won't let kmail send
Also, if you use SSL/TSL encryption, opening the standard smtp port (25) isn't enough.
So you may need to open outgoing port 465 (SSL) or 587 (TSL) to send mail. You can do this in the 'Advanced' tab in guarddog. You can check kmail settings to see what protocol you are using to send mail.
If you don't use encryption, opening the standard smtp port should be enough as Rog131 pointed out.

I also tried firestarter and there are no problems sending.I tried Enlightenment once, it was pretty cool.

Is it possible the interruption coincided with your enabling the
firewall? For easy viewing and control of the firewall, install and run
Guarddog and look at the rules for the Internet zone on the Protocol
tab. Expand the Mail section and make sure you're allowing POP3S ('S'
for secure), which is indicated by the check mark (_not_ the 'x').

Check if the pop port is 995 and in Extra tab, Encryption is set to Use SSL
for ... and Authentication set to Clear text.

@bootdoc
Check your kmail settings (Accounts>Sending>Choose your SMTP account>Modify) for the port number you're using to send...make sure that port is opened for outbound connections.
As for firestarter, firestarter allows all outbound connections by default (different from guarddog), so it'll allow sending mail no matter which protocol/port is used.
I use TSL encryption (port 587) for gmail sending
