I need to install a piece of RPM software in Kubuntu v7.04. I think I've done this before, but the procedure escapes me. Could someone please point me to a step-by-step procedure that a newbie can follow?

First, I would check and see if you can find a package anywhere in a repository or at http://www.getdeb.org. If you can't, the command you want is alien. Make sure you have it installed. If not, adept is your friend. There is a howto here:
