C Compiler cannot create executables

I've got some problems here when i try to install the scim-1.4.7.tar.gz package and it happens ofen when i do some installation just like libtool1.4_1.4.3-21.tar.gz.
the problem is the C Compiler,can anybody help me?

For starters: sudo apt-get build-essential
