Kate: problem in hello.pl: quotation mark

Using Kate to write hello.pl as I begin learning the language, I need to press the double quote (¨) key twice (I needed to do it just now also!). When I run the program, I get an error message:
Unrecognized character \xC2 at hello.pl line 3

I´ve tried changing keyboards, without effect.
What is going on?

The problem may be your keyboard layout.

I see that in "I've", you used... I'm not sure what it is. An acute accent? Perhaps you are not hitting the right key.
