Anytime my KDE trash bin *not* empty, my desktop icon does not reflect being full. My icon set does have a full/empty trash icon.
Any ideas?

Not sure if I have read your question correctly, but -
Right click on the taskbar
Add applet to panel

One thing you can check...open up your trash.desktop file in kate
it should have lines like:Code:kate ~/Desktop/trash.desktop
EmptyIcon=trashcan_empty
Icon=trashcan_fullComment
Comment
