As it is not in the repositories, you have to either find a binary package (.deb, use with caution) or compile from source.

There seems to be a thread about it in the ubuntuforums:

You might also try other dockbar apps that are available in the repos (for easier installation), I haven't used them so I can't recommend any, but kxdocker and kooldock are some of them... and I'm sure there are others.
