I have the printer going and I have The FAX going as well but I can only get Kooka to see the scanner when I kdesu kooka. How do I get the scanner to usable in normal user mode?

I got it thanks to Matchless I found his post on the MFC-215C:
You need to add the following to /etc/udev/rules.d/45-libsane.rules
# Brother|MFC 210C
SYSFS{idVendor}=="04f9", SYSFS{idProduct}=="0161", MODE="664", GROUP="scanner"
Then restart the system and when you run Kooka it will be abla to access the scanner as a normal user.
