Title bar doesn't work

i have a strange problem, the title bar doesn't work, all the action i try with the mouse over the close icon, maximize and minimize button don't give any action. The same happens for the border, (no resize) and for the title bar bar. I checked the system settings comparing it with a working computer but everything seem ok.
