Installing knetworkmanager without using apt-get

I need to install knetworkmanager to connect to a WPA-EAP encrypted network.
But I don't have access to another network to install the packages using apt-get or Add/Remove programs tool in kubuntu.

Is there a way to download the packages using another computer and then install them in my computer?
