IMO Nvu is a bit newbie (didn't stay installed on my system for long tho) a good replacement for dreamweaver (better too) is Quanta Plus (BlueFish ain't bad too).
For flash there's Flash4Linux & ktoon both are not developed very far & are no real replacement (they suck). Also Ming & SwfTools both good tools for making flash (with out a GUI). Then there's OpenLaszlo & Eclipse plus plugs (not used them my self so check em out).
If you just wanna do flash animation with no actionscript then Anime Studio (previously known as moho) is great (linux version should be out soon).
But basically if you wanna make flash like you do with you windows apps you need to run when in wine or dual boot. I know SwfQuicker runs fine in wine, never tried Macro/Adobe Flash in wine my self (looking at the appdb it doesn't look/sound too smooth).
