To downgrade if you are using dapper that you need to add the kde 3.5.3 repo to your /etc/apt/sources.list file and # out or delete the kde 3.5.4 repo save than you will want to remove libqt3-mt and install kubuntu-desktop. there are other ways but that is the most thorough.

Thanks for help. I now have a partial desktop. Now having trouble updating which i think was the original problem. one of the repositories won't connect.
Failed to fetch http://mirror.cc.columbia.edu/pub/so...er/Release.gpg Could not connect to mirror.cc.columbia.edu:80 (128.59.59.71), connection timed out
      Reading package lists... Done
W: Some index files failed to download, they have been ignored, or old ones used instead.
Had this same thing happen before when I upgraded to kde3.5.4.
Is there a problem with this repo??

well, I finally got a working desktop back but missing start menu and other things on the task bar. After getting start menu back , it is missing several options like [logout] and [run] to name a couple.

I think I found out what the problem was. everything went screwy when i changed the KDM theme via system settings. I did it again and was unable to login normally. after much trouble shooting I just reinstalled. I don't think kde3.5.4 is ready for 64 arch. I'll stay with 3.5.3 for a while.
