I installed the game fifteenapplet using synaptic.

All that's installed is some docs.

Is this a broken package that kubuntu needs to know about.

You should have .desktop file in /usr/share/apps/keicker/applets/ and both .la and .so files in /usrt/lib/kde3/ The la and so files are called fifteen_panelapplet.*

Found all them files.
But cannot find the prgram anywhere. A search of all directories and subdirectories only brings up DOCS of the program.

That's all the files you need. Click on the panel, Click "add applet", and select "fifteen pieces". The game will appear in the panel. Click "randomize pieces to start the game."

Thanks, Now I know how to actually ad an applet.
