"Manage Repositories" Missing!

Can anyone help?

I've been trying to install some programs with the Adept package manager but when I go to add repositories the Manage Repositories menu is missing!

Any ideas?

EDIT: And while were at it Does anyone know how to move stuff in the bar at the bottom around? Mine seems to be messed up and stuck.

Try K-menu>System>Adept.

That should fire up Adept properly. From the screenshot it appears that you have started the program by K-menu>Add/remove programs, which only gives you a "light version", where you can't add repos etc.
