I can't seem to find how to add a user to Kubuntu. How do you do it?

I clicked on System Settings - Users & Groups. When I click on Administrator Mode I get a big open box with a red border that I can't do anything with. I am doing something wrong or is this a bug?

Problem fixed. I rebooted my computer and now when I click on Administrator mode it asked me for the password and then I was able to add a new user.
