k menu > system settings > security & privacy
deselect "enable the kde wallet subsystem"

A far better solution rather than turning it off is to change your wallet password to be blank, that way it will still remember all your passwords and stuff and you won't get nagged by pop-ups for them, but it will also stop nagging you with its own password request.
