kubuntu DVD version--Urgent response needed

I once installed the CD version of kubuntu but it did not have things like gcc,some good editors,development tools etc which are necessary for programmers. Now I have finally got a DVD version of kubuntu.I want to know if it has all the necesary development tools like gcc,emacs,KDE develppement tools.Only then will I install it

Sounds funny but have you checked the cd install to see if after installation, you can just add the repos? I could be wrong but I thought that the DVD was for limited or no internet connections and the same software is available online?
