I recently installed Dapper and immediately encountered a problem with getting updates. When running apt-get updates I was getting failed to connect messages. I couldn't find the specific info on the forum apologies if the info is out there, I just couldn't find it.
Reading through info in the forum I noticed that apt.conf has a line to configure a proxy - left at default to add your configuration. However, I assumed that leaving it at default meant this setting would be ignored if connecting directly. I was wrong!
So if you are connecting directly to the internet, backup your copy of apt.conf and then delete the proxy configuration line. You should find updates start flying down!!
Good luck and I hope this solves your problem!
Cheers
