Hardware detection order

Is there a way to specify the hardware detection order, like allways assigning a ps2 mouse to event1 and an usb touchscreen to event3?

I've tryed writing udev rules, but the symbolic link gets assigned to /dev/input/js0 and not /dev/input/event3, and it has to be assigned to event3.
