I installed Kubuntu 6.06 a couple days ago and my administrative account has sound and kmix working fine. When I created a regular user , I had neither. A kmix icon with a red x on it and a blank mixer window. I saw a few other posts relating to this problem but no solutions were suggested.
I was able to get my problem solved by doing this:
Go to System Settings in the Kmenu.
Click on Users and Groups.
Click on the Administrator Mode and enter your password.
Highlight the user account that has no sound or mixer and click the Modify button.
Click on the Select.. button next to the Secondary Groups dialog window.
From the list on the left-hand side, highlight audio and click the Add button.
Click OK and close the System Settings window.
When you log back in to the regular user account, there should be sound and a working sound mixer.
