I have been wondering since I NEVER get offered to upgrade to a new distro even after years of waiting for a fix. I wonder if it might be the fact that my computer is a self-built and maybe the upgrader doesn't know how to handle the hardware. I know my MOBO is a GIGABYTE but what is the command to get the name and version of the MOBO since Kinfo doesn't give the MOBO info? Maybe with that info, the Ubuntu devs can fix the code?

Your hardware has zero effect on this whatsoever.
Sometimes they lag behind and don't offer upgrades immediately, or for quite a while. LTS versions don't get prompts until the next LTS. More often it is a bug of some sort. Perhaps the upgrade settings on your system is set to never prompt, or are LTS-only?? (look in the Software Sources tool for the options)
However, it is always possible to manually start an upgrade if you don't get the prompt:

dmidecode is useful for seeing specific hardware info such as mainboard and bios info, among other things

Anyhow, recent releases have held back the upgrade, 20.10-to-21.04, the most recent, was held back for months, for example.
