19.10 - Dolphin - Per folder view settings no longer working

As long as I can remember using KDE Dolphin has supported per folder view settings, meaning I could choose to display details in specific folders but also display a grid layout in others. Since updating from 190.4 to 19.10 a couple of days ago Dolphin no longer seems to allow this on both of my systems. Is this only my system, a bug or a decision on the part of developers?

The middle section is shown only if you enable per folder settings in Dolphin>Settings>General (It's the first setting you see when you open Dolphin's settings)
