In fact, typing privacy in the search box of System Settings didn't pick that up. It only found the one relating to Canonical's data collection.Kubuntu 20.04

But I'm not sure it does what OP wants...
On Kubuntu 19.10 (Minimal Install option with only Enable File Search enabled and with no Activities set up other than the default one) I went into System Settings > Workspace Behavior > Activities > Privacy. In there, with "Keep history" set to "Forever", I chose "Forget everything" under "Clear History" and got a banner with "Cleared the activity history."
The timelines in Dolphin appear thusly:
Recent Files >>> emptied (but previously had content) so this one works
Recent Locations >>> unchanged compared to before clearing history
Today >>> unchanged compared to before clearing history
Yesterday >>> unchanged compared to before clearing history
And here's someone who can't get it to work in Kubuntu 18.04 (or even in Manjaro in a comment at the end).Last edited by chimak111; Jan 11, 2020, 05:05 AM.Kubuntu 20.04
