Plasma 5.17 on 19.10 without backport repo

Will be plasma 5.17 available as stable to Eoan without having to add the ppa:kubuntu-ppa/backports repository? Or will I have to wait until 20.04 to have it "stable release"?

5.17 is a new major Plasma release, so the only place it can be made available for 19.10 is the backports PPA.

20.04 should have 5.18 when it is released.

No it very likely won't be available in the standard repos, due to what and how Ubuntu allows software into them.

This is why the PPA is there.

20.04 is slated to have Plasma 5.18, which like the next *buntu release, will be an LTS version.
