Steam big picture mode messesup time display

This may not be considered a huge deal, I just thought it might be worth mentioning. When you are in big picture mode and press the meta key to bring up the klipper and KDE menu, the displayed time is off by several hours. If you go into settings for the time it has the correct time. If you go back to Steam and exit big picture mode the time display shows the correct time. I don't know if this behavior is in all releases or flavors of Ubuntu but it does this in Kubuntu 19.04. Just noticed this odd behavior and thought it might be something to at least mention.
Just to remind users and devs that Ubuntu and its flavors have a long way to go to be as usr friendly as they should be.

The displayed time is out, by how much? Is it consistent? If so, perhaps there's a time zone issue.

No time zone issue, I checked. When you go out of steam big picture mode it corrects the display. So it is just the displayed time, not the actual timekeeping. Just some weirdness in the way the time is displayed.
