The descriptive text under the program or product name is not always clear.
Text everywhere else is aokay.

I just installed a clean 19.04 version of kubuntu.

What video card?
I will make a guess from past experience is that it is most likely nvidia, and their open source drivers can be terrible, almost forcing people into using the proprietary ones.
You might look at the font antialiasing settings, or DPI settings and see if twirling some of the dials there helps.

Evga GTX 1080 Ti SC

The problem could be the driver but all text elsewhere is clear. And the problem is intermittant.
Plus I did experiment with Ubuntu and Mint Mate and the text with them was all clear.
I wonder if the font is just to small in those locations.
As far as I know the most current driver release for Linux is 430.
My screen resolution is 1920 x 1080.
I'll recheck the nvidia settings as you suggest.

Take a screen shot the next time you see this issue. Post it so we too can see what you are describing.

When system booted for the first time today the text was okay. However I increased the size of the text. Much easier to read text now.
