[KDE] wacomtablet is absent in repos

"wacomtablet" (https://github.com/KDE/wacomtablet) is used to provide GUI configuration for Wacom Tablet devices under KDE. I saw that it was present for Ubuntu 14.04 (https://packages.ubuntu.com/source/trusty/wacomtablet) but the package is outdated and not avaliable for Ubuntu 18.04.

Being packaged in Debian, which we will sync to 18.10 when done. For 18.04 it will have to be in a PPA.
