Kubuntu 18.04, as am LTS should see only LTS Plasma updates, as per usual. The PPAs will provide anything newer than the 5.12.x that is in the normal repos . There is no timeline on PPAs, as sometimes things beyond Kubuntu's control (Qt libraries for example) can keep updates at bay, though usually, once work on the next Ubuntu release gets going, the work done there is usually 'backported' to the current release in the PPAs
Also to note, the point releases for the most part simply are just updated ISO images with all the updates rolled in, but with the .2 version, the HWE is enabled for kernel and driver stack upgrades. Fresh Installs of .0 and .1 have to do this manually.
The next would be 18.04.2, but there isn't a schedule that I can see for that. Perhaps someone with dev connections will pop in with better info. The next big Plasma (5.13) apparently won't happen until there is better Wayland support (https://www.kde.org/announcements/plasma-5.12.0.php)
