I am using Kubuntu 18.04 LTS. I can't create a VPN connection there is no option to do so in network manager, I have installed openvpn, when I tried to install network-manager-openvpn it says that I already have the latest version.
when you click the network icon in the system tray , on the top rite of the window under the "pin" looking thing is a button to "configure network connections" click it , on the left side of the new window that will open scroll to the bottom of the list (you may half to drag out the window bigger) at the bottom you will see a + and a - click the + , you will get a window to setup new connections including VPN
