How to turn off Kubuntu APT-GET AUTO Download Feature?

Apparently Kubuntu's Devs, or Ubuntu's have automated the apt-get update and download feature?

This has wreaked havoc in the household as each laptop scrambles for bandwidth. Just when I killed this feature in Windows 10, it crops up like a wac-a-mole (TM) in Linux? Short of urging devs to re-consider this "convenience", how do I turn off this feature? I can't find it anywhere and Googling has not been successful...

I'll pick the time to update apt, thank you very much.

Launch Muon Package Manager (or Discover if Muon Package Manager isn't installed) and to to Settings > Configure Software Sources. On the Updates tab change to Notify Only for Updates.
Windows no longer obstructs my view.
Using Kubuntu Linux since March 23, 2007.

Thanks to both of you. That did the trick; and not easy to find.

          Or just
          Code:
          sudo -H software-properties-kde
to get the GUI interface without needing to launch either Muon or Discover.
