Okular will not edit these forms.

I see nothing in the repository.

How did LibreOffice Draw fail you?

I can recommend Master PDF Editor

I used it recently to fill in a PDF form (Superannuation application) and it did a great job. My printing aint so good no more as I rarely physically write anything nowadays and prefer typing everything.

It's commercial software but it allows you to do basic PDF form filling, etc for free. You don't need to register it unless you want to. It has heaps of options though many are locked if you are using it for free.
Desktop PC: Intel Core-i5-4670 3.40Ghz, 16Gb Crucial ram, Asus H97-Plus MB, 128Gb Crucial SSD + 2Tb Seagate Barracuda 7200.14 HDD running Kubuntu 18.04 LTS and Kubuntu 14.04 LTS (on SSD).
Laptop: HP EliteBook 8460p Core-i5-2540M, 4Gb ram, Transcend 120Gb SSD, currently running Deepin 15.8 and Manjaro KDE 18.

          Thank you

Sounds like a good option for me (the free aspects).

I have now installed the deb file

I note that it is listed in syaptic, but not in muon?

When I clicked and installed the programme, which manager installed the file?

                Thanks

                  What did you click?
If you clicked within Synaptic, then it used some combination of apt and dpkg and maybe a few other tools under the hood/bonnet

Other than differences in how Muon or Synaptic manage the package database, they're both pretty much the same. And in the end, the result is the same as
                  Code:
                  sudo apt install <package name>
The next brick house on the left

I "usually" used GIMP. I know, it is kind of overkill, and fiddling with the boxes can get cumbersome but I have filled out a LOT of pdfs applying for online teaching jobs and it has always worked.

                      Hello,

Once I downloaded the deb file, I clicked the file within Dolphin, gave my password and it installed. Would this be an example of the use of apt anf dpkg.

I think that Master pdf Editor is probably more appropriate for this kind of file

In Kubuntu it should have opened in QApt Package Installer by default.

Master PDF Editor appears here in Muon if I do a search for it.

                            Thank you,

It looks like this is the default installer. Interestingly, the man page seems missing in my version of kubuntu.

You are right. When I search for Master pdf Editor it is revealed in muon.

                            Best wishes.

                              Rod,

I have used Master pdf Editor to fill in a non-commercial pdf form. On saving, it has printed a watermark. I can't send this form to a Government Dept.

Do you know how to remove the watermark?
